A double ended French clock key.
One end is used to wind and the other end is used to adjust the clocks rate by rotating the smaller square at the top of the dial, or to adjust the hands of a carriage clock.
Sizes are for the end that winds the clock up. The second pipe is either 1.75mm (keys between 2 and 3mm) or 2mm (keys between 3.25 and 4.5mm).
